This bonding of the laser toner to the paper makes it almost impossible to scrape toner off a check and replace the expunged area with a different pay to or higher amount. Check sheets quality is addressed in the new "Check 21 Act", a law recently passed by Congress in the wake of 9/11 to streamline the way banks and other financial institutions process checks. The law is huge - several pounds of paper - but there are still both banks and check manufacturers that are not in full compliance with the regulations.
